The city of Philadelphia has issued an executive order that Returning Citizen is the correct political term to use when addressing the formerly incarcerated, repealing the former term “ex-offender” from its Home Rule Charter lexicon. They realized that the sigma of being formerly incarcerated and the difficulties faced were rooted in the derogatory term (ex-offender) codified under its laws. The BLOC Party believes that there must now be a comprehensive political effort to have the PA Legislature adopt resolutions to redact and repeal the same from all consolidated/annotated statutes.
Troubled Adults = Troubled Youth
You cannot sell to our youth the importance of community responsibility without an attachment to a TANGIBLE award. Tangible awards are BUILT, MAINTAINED and PASSED DOWN. We must create a system of inheritance for our young people that will transfer wealth and political influence into their hands at birth.
Political Uniformity
The U.S. Supreme Ct. in Buckley V. Valeo, 424 US 1 (1976) decreed that “MONEY IS FREE SPEECH”. Politics (like any other business) is a trade activity and to be proficient in politics your speech and agenda MUST be fashioned and guided along an economic trajectory. Our money, words and efforts must work to form a single political entity.
The Need For Economic Insurgence
The political economy of mass incarceration utilizes a subsidy segregation framework for guiding research and activism that ultimately leads to predetermined NON SOLUTIONS. As a PAC Returning Citizens, their family members and supporters can set a political agenda to reverse this corrupt practice and redirect government subsidies into the hands of those with REAL SOLUTIONS.
Setting A Political Agenda
Neutralizing and ending the system of mass incarceration depends upon our ability to combat its economy. Until Returning Citizens collectively subscribe to a code of ethics and economic discipline, identify real allies and execute class strategies, they will remain frustrated and ill prepared for the rigors politics.
